"So if you frequently walk on the new sidewalk between the Rubis Gas Station and the Church (Peoples Worship Centre) you know that this already hazardous stretch which was never properly completed has become even more hazardous lately with the collapse of several of the manhole covers. Several years ago this blog started a campaign to improve road safety in the Road View/Mullins Bay area, and 2016 saw the start of the fulfillment of that vision in the covering of a portion of the storm drain/gutter between the Rubis Service Station and the location of the former Kings Beach Hotel, creating the much needed sidewalk pictured above. At the beginning of the New Year 2017 we take the opportunity to look back and say thanks to all those who were instrumental in bringing about this critical piece of community infrastructure.</div>

Unfortunately, however, even after nearly an entire year of construction the project is still not completed, and the most critical stretch between the service station and the Bombas and Cheers restaurants/bars around a crucial bend in the road remains uncovered. This bend saw <b><a href="http://mullinsbay.blogspot.com/2010/04/this-should-not-have-happened.html" target="_blank">an accident </a></b>where an area octogenarian was knocked down by a truck and was hospitalized. Fortunately, she survived and nearly seven (7) years later is still walking along this dangerous piece of roadway. So, even though we say thanks, we continue to advocate on behalf of our residents and visitors, and hope that long before 2017 comes to and end we can all celebrate this improvement in road safety in Road View/Mullins. </div>

For the last several years this blog has been <a href="http://mullinsbay.blogspot.com/search?q=accident" target="_blank">campaigning for road safety in the Road View, Mullins and Gibbes area</a>. So it is with a sense of gratitude and satisfaction we report that yesterday history was made in Road View with the setting up of a Pedestrian Crossing in Upper Road View between the northbound and southbound Road View Centre bus stops. If nothing else, this measure should help to slow down traffic in an area notorious for motorists speeding up and overtaking.</div>

We don't know if our campaign had anything to do with bringing about this outcome, but we would like to thank the fifty-odd people who signed our petition, the current and immediate past St. James North Parliamentary Representative who both wrote letters on our behalf, and the relevant government ministries which are responsible for this development. There is still a lot more to be done to improve road safety for pedestrians and motorists in the area, but this is a good start and we salute it.</div>

Am I the only one left in Road View/Mullins, who finds resonance in these opening lyrics from Sweedish House Mafia's hit song "Don't You Worry Child" as I try to walk the beach in the Mullins Bay area? See, I was practically born on this beach, just over the road in Bayfield on the site where the telephone exchange is located. I remember a time when there were no seawalls, no rock revetments, and no <span class="GINGER_SOFTWARE_mark" ginger_software_uiphraseguid="eef3174e-d15e-4ab4-b451-be020b2a37ec" id="b565b511-ef99-45ee-a743-f40d7188d51d"><span class="GINGER_SOFTWARE_mark" ginger_software_uiphraseguid="8b5780aa-d766-40c1-81fa-223d686a6f22" id="51e43fd7-3465-4eff-b0e4-5043c8a6c2b1">groynes</span></span> breaking up a wide sandy beach that stretched from Margarets (Greensleves) in the south to Speightstown. And, although I am fully aware of the accelerated beach erosion in the area in recent years, it's still always a shock when I try to walk the beach and find that I can no longer do it.<br />

Such was the case yesterday as I tried to go around the bend between Mullins and Gibbes beaches. The massive seawall that was built to keep out the sea and <span class="GINGER_SOFTWARE_mark" ginger_software_uiphraseguid="7011932f-6ed1-407c-bba4-1c040b37fbd1" id="ff011e36-22bc-484d-b592-9992e56cecad"><span class="GINGER_SOFTWARE_mark" ginger_software_uiphraseguid="731212bd-2d26-4c44-a058-ecd0dab75508" id="601ad0bd-80bc-40d2-9fdb-024033965ea2">people</span></span> behind the beachfront villa - Four Winds - is being repaired, and so, the path along the top of it which allowed safe passage from the crashing waves below is blocked. I had to turn around and go back. I was literally trapped on Mullins Beach. <br />

Does anyone still remember that there was a wide sandy beach behind behind Four Winds and <span class="GINGER_SOFTWARE_mark" ginger_software_uiphraseguid="fe72af98-f125-4df3-97dd-392e654c5910" id="251b08fe-f45e-4b95-92d7-d3f286ebab05"><span class="GINGER_SOFTWARE_mark" ginger_software_uiphraseguid="1633d90e-ed4c-4086-8f4e-f52500fcc649" id="8202760f-f4c7-41d3-ad26-819c1cf86437">neighbouring</span></span> High Trees (formerly Higwood)? Four Winds is a special case as it was listed for sale earlier this year for more than US$50M - <a href="http://therealdeal.com/blog/2014/02/22/55m-barbados-estate-sets-caribbean-price-record/" target="_blank">a record-breaking asking price</a> for a property on the island, if not the rest of the Caribbean. I don't know if it has been sold, but there is currently a lot of building and rebuilding ongoing <span class="GINGER_SOFTWARE_mark" ginger_software_uiphraseguid="60d7c647-da04-4d44-9415-31efb34a7bd3" id="11bace99-be15-4eab-a77d-fe91c39181da">on</span> the property, including on the seawall, which despite its depth into the beach, the sea had undermined. <br />

So, they have built a sandbag cofferdam and are trying to shore up the <span class="GINGER_SOFTWARE_mark" ginger_software_uiphraseguid="a93c792f-2abe-40c8-8f04-a30ff114317a" id="f4f24f66-8435-4121-a6e7-78eccfca6788">seawall</span> behind it with yet more concrete and steel. We continue to get away with a lot of evil in the name of Climate Change. When are we going to learn that beach-hardening does not work? It destroys surrounding beaches, upsets the ecosystem, and kills tourism. <br />

Talking about the ecology for a moment, also on an area beach yesterday <a href="https://plus.google.com/photos/117259293994672366561/albums/6061785845192024865" target="_blank">a rare turtle nesting in broad daylight </a>occasioned my having to call the local sea turtle conservation to rescue the eggs from the precarious position of the nest on the narrow beach where nests are routinely washed out every nesting season.<br />

What is needed in Mullins Bay is a comprehensive solution for the area involving the removal of all or some of the haphazard, patchwork of seawalls, rock revetments and <span class="GINGER_SOFTWARE_mark" ginger_software_uiphraseguid="46c742b5-47ca-4526-9e49-df65e21798e0" id="0390f6aa-5eb5-4169-90cf-d749ecb28ae2"><span class="GINGER_SOFTWARE_mark" ginger_software_uiphraseguid="d2f2bf5e-cd3d-4ebc-93d8-2e0220f803ac" id="e98e27a5-06d9-4fe3-a886-c4c9567dc55a">groynes</span></span>, etc., and a program of beach nourishment (re-sanding). Clearly, we cannot go on with the one man builds a <span class="GINGER_SOFTWARE_mark" ginger_software_uiphraseguid="77adcc92-85bc-4eb6-934d-bfa00d6e7862" id="e6297752-fdca-4687-9dfd-cce6e0fd176b"><span class="GINGER_SOFTWARE_mark" ginger_software_uiphraseguid="0861d240-9674-43be-b3fd-3fe445ba028c" id="55c216a5-cca3-4d61-876a-5d42a7c76c44">groyne</span></span> - forcing his <span class="GINGER_SOFTWARE_mark" ginger_software_uiphraseguid="77adcc92-85bc-4eb6-934d-bfa00d6e7862" id="247c0f22-db22-47bc-aa0e-b082fd9eefdc"><span class="GINGER_SOFTWARE_mark" ginger_software_uiphraseguid="0861d240-9674-43be-b3fd-3fe445ba028c" id="7417d63c-f9b8-4c36-86eb-ec658f336ab1">neighbour</span></span> to build a seawall - forcing the sand offshore cycle. But I am not a worrying child. "See heaven's got a plan for [me]."<br />

Police have confirmed that 18 people, including the driver, have been injured in the minibus accident which occurred in Gibbs, St Peter just after 4 <span class="GINGER_SOFTWARE_mark" ginger_software_uiphraseguid="aa539683-8653-4c2d-b4ef-9683c6fcee39" id="b02fba6a-b8c3-4e27-9fd4-a62cc4cf59b6"><span class="GINGER_SOFTWARE_mark" ginger_software_uiphraseguid="a0abd691-4091-4173-9518-f6c017b6ce62" id="b8eaa6b4-7df7-4d8c-a4f6-2617305411c1">pm</span></span> today.<br />

Police PRO Inspector David Welch said the minibus overturned <span class="GINGER_SOFTWARE_mark" ginger_software_uiphraseguid="43dbe8c3-a310-4a4c-9f7a-80816cde7d9d" id="460575b9-2ffe-45f0-8c51-6d1c8c01a1cf"><span class="GINGER_SOFTWARE_mark" ginger_software_uiphraseguid="5db71f36-5d6f-43d4-bdd2-cd7135eb23f6" id="e7d2c33a-71ff-4abc-9d7c-a6bba243ef6c">on to</span></span> its right side when Wendell Piyotte lost control of the vehicle.<br />

To our knowledge nothing has been done to date, except the demarcation of a center line of the roadway. The question remains: How many more innocent lives Government is prepared to see sacrificed and/or maimed before it acts on the behalf of its citizens and visitors to the island? This blog will continue to keep watch and count.<br />

"Director of the Coastal Zone Management Unit, Dr Leo Brewster, has been sent on leave by Government and advised to retain an attorney-at-law.<br />
<br />
A senior Government official told Barbados TODAY that Brewster was officially relieved of his duties on August 1 and that six charges would be brought against him stemming from an internal audit into the CZMU conducted more than two years ago by the office of the Accountant General.<br />
<br />
The Government official indicated that the CZMU’s deputy director, Dr Lorna Inniss, had assumed responsibility for the management of the unit.<br />
<br />
Almost three years ago Brewster was summoned before the Accountant General and asked to explain, among other things, the awarding of contracts for work within his department without adherence to the Financial Management and Audit Act, or the Financial Rules, 1971.<br />
<br />
It was alleged that Brewster and one of his senior officers, hydrographer Lester Toppin, formed a company called 2007 that remained incomplete up to the time Innovations R Us Incorporated in September 2004, and two of the audit. In his report laid in Parliament the months later Brewster started awarding work at CZMU to Accountant general charged that under Brewster’s<br />
<br />
his own company. The audit revealed that between 2005 and 2007 CZMU paid over $300,000 to Innovations R Us for a variety of services ranging from clearing sites and regrading sand to professional fees that went as high as $53,000.<br />
<br />
The Accountant General also reported that CZMU awarded a contract to Innovations R Us at Graeme Hall Swamp, where equipment was purchased by the private company for CZMU and used by the former to carry out the work. An invoice was later made out in the name of CZMU but attached to an invoice from Innovations R Us stating “fees”. The Accountant General’s Office could not locate the equipment up to the time of the audit.<br />
<br />
The Accountant General also said the private company’s invoices showed it collected VAT from the CZMU but did not pay it into the VAT Department. As a result, it was noted that Innovations R Us was indebted to Government and this should have precluded CZMU from doing business with it.<br />
<br />
Amounts in excess of $60,000 per annum were also paid by CZMU to people who were not VAT registrants. The Accountant General cited where CZMU paid a company over $178,000 without any work quotations. The CZMU also made full payment to Innovations R Us for a project in March management, CZMU made out cheque payments to post office boxes for people who had no physical addresses.<br />
<br />
The investigation raised a red flag with respect to conflict of interest when travel claims were made to CZMU for a site visit to a project at Ginger Bay, St. Philip, although the claimant was also a director of Innovations R Us which had been awarded the work. Brewster gave a written response to the Accountant General, indicating that CZMU had ended its dealings with Innovations R Us, and that he and his colleague had terminated their association with the company.<br />
<br />
Brewster also promised that the CZMU would “ensure suitable quotations are sought in the future” with respect to work allocations.<br />
<br />
In February 2010 Commissioner of Police Darwin Dottin confirmed that the matter had been passed on to them. Brewster and workmate Lester Toppin removed themselves as directors of the company, Innovations R Us, in December 2007 but it continued to exist under new directorship."<br />

It's usually not good, but you never know what you will find when you go for a walk along the beach in Road View/Mullins these days; that is, what's left of a beach that is tragically the result of all the overbuilding for tourism in the area. Yesterday morning was no exception as I witnessed polluted water being pumped from the Palazzate construction site straight on to the beach and into the sea and ending up in <a href="http://foursquare.com/v/the-cholerycobblers-cove/4fa12841e4b0829ddf8fe179">The Cholery</a> where a family with very young children were playing and swimming. The last time this blogger complained about this sort of thing happening at another construction site in the area it ended up in the national media and a foreman from the offending company branded me a <a href="http://mullinsbay.blogspot.com/2011/10/troublemaker.html">troublemaker</a>.

The bridge, a private sector undertaking by prominent businessman Bjorn Bjerkham, is nearing completion and, according to residents of the St Peter community, it will impact either positively or negatively on them. Some believe that it will provide sparkle and boon to the area while others think it could adversely affect traffic into the fishing village.</div>

Speaking to a DAILY NATION team that visited the northern district on Tuesday afternoon, one stall owner said the marina should have been a major state-of-the-art complex that should have included the local fishing community.</div>

“The marina should have stretched down to the fishing village and could have been a major entertainment complex on a scale like Oistins,” she said.</div>

The Port Ferdinand project in Six Men’s, St Peter, is one of the larger construction sites on the island where there has been ongoing activity. Construction of the 15-acre exclusive residential private marina began in December 2009 and is expected to be ready by the end of 2015.</div>

The project, which should contribute to the country’s foreign direct investment once finished, is being undertaken in phases, the first of which should be completed by year-end.</div>

Operations at Port Ferdinand, where 88 units and 123 berths are under construction, are being carried out by Jada Builders Inc.</div>
